I really don't know what people expect these days. The days when an actual person, as opposed to an automated attendant, answers the phone are pretty much a thing of the past, and for good reason. Why pay someone when an automated system works well? Of course, the key is that when a message is left, you expect a prompt return phone call. Debbie returned my call promptly and remedied my problem immediately; she was great.
So, maybe before we are so quick to judge the service level of our tax office, why don't we try to think about being behind the counter while being swamped with people, or immediately trying to return the many phone calls that are received daily time after time; that's not going to happen. Of course, you could always offer for your property taxes to be increased if you don't want to wait so long. Then the county would have ample funds to add more people.
